(Appendix II) Duties of Committees
Administrative Committee
1. The duties of the Administrative Committee will cover the following areas:
membership , chapters, audit, budget and convention.
Membership Committee
1. To bring the purpose and programs of the State Association before the
entire surveyor community in order to enlist endorsement and support for
membership.
2. To advise
the State Association development of membership campaign material.
3. To cooperate
with and advise other state associations and their membership committees
on effective methods of increasing membership.
Chapter Committee
1. Recommend more effective means of communication between the national and
state association, the chapters, and the individual surveyor member.
2. Assist newly elected state association and chapter officers in setting up their
programs and becoming acquainted with their jobs.
3. Publish
and distribute handbooks for the use of state association and chapter
officers.
4. Draft and recommend
to the state and chapters those programs which will generate more interest
in activities of the WVSPS.
5. Maintain
a continuing status of chapter activities throughout the year.
6. Keep state association
and chapter committees informed concerning the programs and activities
of ACSM.
7. Provide
assistance in establishing and maintaining ladies auxiliaries.
Audit Committee
1. A check of the most recent bank statement to see that the figures shown
thereon agree with the books of account.
2. An examination
of the "Bills Paid" file to determine that the checks drawn
to pay bills correspond in amount and have the proper payees.
3. A check
in the "Account Payable" folder to make sure that the total
of these bills is reflected in the monthly reports and that no bills are
being held to long before payment.
4. Reports:
Upon completion of its work, the Audit Committee shall render a brief
report advising the Association that the books have been examined and
either "Found in Order" or "Found in Order with the following
Exceptions".
Budget Committee
1. Study the financial structure of the Association.
2. Prepare
and present to the Board, for its approval, a budget for the control of
expenditures of money by the Association.
3. Review
the approved budget and the records of expenditures being made by the
Association.
4. Bring attention
of the Board to any expenditures over those provided for in the budget.
5. Recommend
to the Board ways and means for improving the financial condition of the
Association.
6. Present
to the Board, for its approval, recommendations concerning insurance and
retirement or other employee benefit programs for staff personnel.
Convention Committee
1. Determine requirements for the Association convention and develop a program
complete with facilities and arrangements.
2. To recommend
to the Board sites most appropriate for future meetings.
Education Committee
1. Implement all Association policies related to surveying education. Particularly those required for compliance with a Voluntary Re-certification
Program.
2. Prepare
Association guidance literature on a continuing education program.
3. Make a
continuous study of the surveying licensing laws and on the basis of such
studies, formulate and recommend improvements of the licensing laws.
4. Consider
specific problems on licensing laws presented by state chapters. Cooperate in improving licensing laws in the State of West Virginia.
5. Assist
state chapters implementing programs of the Association directed toward
maintaining the competence of individual surveyors.
6. Recommend
to the Association new policies, procedures of actions which will assist
surveyors in maintaining competence.
Peer Review Committee
1.Require the observance of ethical standards of the surveying profession
for membership in the Association.
2. Cooperate
with other committees or chapters of the Association with the purpose
of coordinating activities relating to ethics of the surveying profession.
3. Conduct
studies of desirable revisions to the Code of Ethics for recommendation
to the Board.
4. Study and
recommend policies to the Board on matters of Ethics.
5. Study and
compile information on enforcement of surveying licensing laws and to
disseminate such information to member state chapters.
The Peer Review
Committee shall also serve as the Board of Ethical Review to the membership
of the Association and render impartial opinions pertaining to the interpretation
of the WVSPS Code of Ethics.
The Board
of Ethical Review shall establish its own rules of procedures provided
that such rules comply with the requirements of the Constitution and Bylaws.
Board of Ethical Review
1.Upon request from any chapter, the Association Executive Committee, or
any member, to render an opinion pertaining to the interpretation and
intent of the Code of Ethics. The cases submitted may be either real of
hypothetical but if real, it must be submitted without the
names of the persons involved. The Board of Ethical Review shall
have the right to refuse to render an opinion on cases which it considers
too abstract to be of any educational value.
2. The Board
shall prepare its opinions for publication in the "West Virginia
Surveyor" for the information of all members and shall report its
deliberation to the Board of Directors. The Board of Ethical Review
shall send a copy of the opinion to the source of the original inquiry.
3. When, in
the opinion of the Board of Ethical Review, the review of cases
indicates a need for modification or expansion of the Code of Ethics,
the Board of Ethical Review shall submit a recommendation
for such action to the Board of Directors.
Nominating Committee
1. Canvass each chapter for suggested nominees for the offices of President-Elect,
Vice-President and director(s) by directing a written request therefore
to each chapter president.
2. Send the
Nominating Committee's report on its nominees, together with a brief
biographical sketch of each nominee to WVSPS prior to January 1st.
Legislative Committee
1. To review input of individual members, committees, etc. on proposed, or
desirable state legislation.
2. To determine
most effective ways of influencing State legislative decisions.
3. To recommend
to the Board of Directors those policies and programs by which the Association
legislative activity can be most effective.
4. To develop
means of communicating legislative and governmental activities of interest
to surveyors and to the members of WVSPS.
