Position Title:  Environmental Resources Program Manager 1

Company: DNR – Kanawha Co.

Department of Commerce/ Division of Natural Resources (DNR)/ Office of Land and Streams, Kanawha Co. – As required in WV State Code 20-1-10, the Office of Land and Streams Manager is responsible for the management of the lands and natural resources of the agency and to hire competent staff to perform such statewide duties, and to be responsible for all records of the 553,829 acres of land, 186,413.1 acres of coal, and 169,427.17 acres of oil and gas managed/leased by the Office of Land and Streams. The Office of Land and Streams manager is responsible to oversee the office and staff that manages 34,000 miles of some 5,000 water ways within the state, and issues license/rights of entry for all in-stream work and the leasing of sand, gravel, and derelict coal from those streams. Supervise and review the preparation of various management agreements for the Office of Land and Streams, management of these areas such as deeds, leases, licenses, easements, mitigation and various types of right of way agreements and consultant agreements. Advise, recommend and provide updates to agency executive staff on Land and Natural Resources Management Plan including procurement, leasing, protecting, regulating, and use of state parks, forests, rail trails, natural areas, Wildlife Management areas, and district offices. Oversee the daily functions of the Office of Land and Streams including office correspondence, license and rights of entry agreements, deeds, joint inter-agency agreements, easements, invoices, and deposits including the work performed by a specified law firm and Special Assistant Attorney General and associated subject matter experts. Provide the respective Division Director, Section Chief, and district staff recommendations on the course of action which should be followed to satisfy their respective statutory mission of exploration, conservation, development, projection, enjoyment, and use of the State’s natural resources and the associated management goals. Coordinate all the leasing activities for DNR’s lands and minerals, sand, oil and gas, gravel and coal dredging including required legal advertisements, conducting public hearings if required, bid solicitations, negotiations, and final document preparations. Provide recommendations to the DNR Director and respective Section Chief based upon state code, legislative rule, and current industry standards and business trends. Act to revoke or suspend any lease where the leaseholder isn’t satisfying the terms and conditions of such lease. Review all applications (currently over 1800 permits per year) for in-stream work and determine the restrictions according to federal, state, and municipal land, environmental, and natural resources laws, when applicable, to be placed on the same. Solicit input form the district fish biologists on these applications. Review all renewals of existing permits. Implement the process to suspend any permit when violations occur. Perform in-depth site and land title investigation to determine the feasibility of proposed land acquisitions that will further expand the statutory mission of the DNR and its sections while also reviewing the county courthouse records to substantiate and verify land title ownership and associated property rights. Conduct inspections of all types of land with natural resources attributes which further the agency’s statutory mission with district Fish and Game Biologists, Assistant Chiefs, District Administrators, and Park Superintendents; obtain appraisal reports of fair market value; secure boundary surveys; negotiate natural resource land acquisitions; and coordinate closing and processing of all related legal documents including title conditions. Develop a mapping system, with assistance of agency GIS staff, of all state-owned lands complete with adjacent land owner information. Recommend and review all proposed and introduced legislation and rules for DNR and other state and federal agencies, that will affect the agency’s statutory mission and advise the Director and Deputy Director of appropriate action. Provide information at legislative interim meetings and during the legislative session. Assist in preparation of agency fiscal notes related to land and natural resource management of such. Represent the DNR Director as his designee on the Public Land Board established in WV Code 5A-11-2(B), at various meetings with county commissioners, municipal officials, federal and state governmental agencies and private sector companies. Serves as the agency’s subject matter expert for land and natural resources use and associated development with DNR sections, state, county, and municipal governments, private sector, park foundations, land and conservation nonprofits, and other stake holders. Provide input for major land purchases to Budget Officer for development of budget. Regularly monitor budget and revenue collections to advise, recommend, and develop a ranked project list to the Director and Section Chiefs to further the agency’s mission. Position Title:  Assistant Professor in Land Surveying

Company: Glenville State College

Location:  Glenville, WV

Description: Glenville State College invites applications for a tenure track assistant professor of Land Surveying Technology and the baccalaureate degree Natural Resource Management programs within the Department of Land Resources.  The successful candidate will have primary responsibility for teaching and advising in the program.  The salary is competitive but will be based on education and experience.

Examples of Duties

  • Teach 12 hours of courses in land surveying technology per semester.  Courses are dependent on qualifications and background, but will most likely include survey measurements and computations, retracement surveys, survey decisions/professional applications, hydrology, drainage and subdivision design, energy resource surveying and retracement surveys. Geographic Information Systems (ArcGIS), Computer Assisted Drafting (Carlson software) and Remote Sensing and Aerial Photo Interpretation.
  • Evaluate and revise curriculum and courses for the land surveying technology associate degree program.
  • Develop and implement professional development activities for persons employed in the field of land surveying.
  • Assist with student recruitment.
  • Work closely with business, industry and government agencies in meeting their workforce development needs.
  • Work closely with the West Virginia Society of Professional Surveyors and the National Society of Professional Surveyors.
  • Assist in writing grant proposals as needed.
  • Assist and help oversee the departmental computer laboratory.
  • Other duties as needed.

Typical Qualifications

M.S. and an A.S. in Geomatics or Land Surveying required. Ph.D. in a surveying related field such as Geographic Information Systems in addition to the minimum qualifications preferred. Occupational experience in land surveying technology and prior teaching experience at the post-secondary level desired.  Education and/or experience in the area of forest technology, natural resources, or environmental science a plus.
